Denver Council Winter Meeting - January 20, 2023
We enjoyed the first Denver Council dinner of the new year on Friday, January 20th at a new venue. We moved to the Doubletree by Hilton Denver Central Park due to renovations at the Hilton Garden Inn. I think that all would agree that the food was good, and the space was quite comfortable. Our guest speaker for the evening was CDR Jon “Wayne” Harbaugh, the commanding officer of the Navy Reserve Unit in Colorado Springs. A student of history he spoke about the changes that have occurred in the 21st century. The attack on 911 brought about a change of focus to non-state actors and asymmetric warfare. With the growing assertiveness of China and Russia, the focus is shifting back to great power competition.
CDR Harbaugh is a member of the TAR, the active-duty component of the Navy Reserves, whose mission is to train and maintain capable Reserve forces that are effective and able to quickly mobilize to support the active duty forces. In his command, he promotes sailor wellness in all facets of being, a sense of mission, and individual engagement and pride in the mission. Recent mobilizations include medical personal to provide support during the Covid pandemic as well as sending reserve forces to shipyards to ensure that Navy ships were ready to deploy. The Reserves have streamlined their operations in recent years, cutting bureaucracy and concentrating on administrative readiness. There is an emphasis on promoting a shared sense of mission and pride in service, as well as more focus on family support and increased benefits to attract and retain personnel.
